A bold new chapter in Zambia’s public service delivery has begun. In October 2024, four key ministries signed a groundbreaking agreement to pilot SafeManzi—a results-based water service model that’s transforming how clean water reaches rural schools and clinics.
đźš° The Problem? Too many public institutions struggle with broken water systems, poor maintenance, and unsafe drinking water.
✅ The Solution? SafeManzi flips the script. Instead of leaving schools and health facilities to fend for themselves, a professional service provider is contracted to deliver safe, reliable water—and only gets paid when they meet strict performance targets.

🔍 What Makes SafeManzi Different?
Rapid Repairs: Broken systems must be fixed within 3 days.
Rigorous Testing: Regular microbiological and chemical testing ensures water safety.
Accountability Built In: Payments are tied to results—no results, no pay.
📍 Where It’s Happening: From November 2024 to December 2025, ECHO is piloting SafeManzi in Mumbwa District, Central Province. Out of 159 public institutions assessed, 100 schools and clinics are now part of this pioneering initiative.
💵 Incentives That Work: Each site can earn up to USD 100 (ZMW 2,600) per quarter based on performance—funding that drives real results.
